Why the snarky attitude - I was trying to be helpful.  Most Americans may
well be aware of US timezone changes - first I heard of it here in the UK
was an email from Palm last week offering a software upgrade.

Indeed.  Not everyone seems to realise that though.  Maybe a news item on
the front page of pool.ntp.org would be helpful for those who don't a)
realise   or b) live in the US.
