Not now, but it has happened to me in the past.
At that time I could traceroute up to te7-2-0GE.ar4.LAX1.gblx.net, but
no further.
I could not visit www.pool.ntp.org directly from my (213.84) address,
but I could via my provider's proxy which has a 194.109 address.
Apparently there is a broken router (INTERNAP.te1-4.ar4.LAX1.gblx.net?)
close to where the monitoring system is. Maybe shortage of memory?
