First of all, I'm not an expert on ntp.  I'd recommend posting in the 
comp.protocols.time.ntp newsgroup with any specific ntp-related questions. 
David Mills and other ntp contributors and time nuts frequent there, and can 
probably answer any question you have about ntp.

The 'ntpq' man page is helpful, and describes some of the NTPv4 variables, 
http://www.eecis.udel.edu/~mills/ntp/html/ntpq.html .  It is somewhat vague 
though, as is most of the ntpd-related documentation like you mentioned. 
Other than that, you'll have to read the RFC to get explanations on the 
rest, http://www.faqs.org/rfcs/rfc1305.html .

Can't you get the information from 'ntpq' that you need for your pool 
survey?  Most of the information in the 'ntpdc -c sysinfo' output is 
available in the 'ntpq -crv' output, and then some.
