I have always wondered about that as well... First, we are advertising an NTP service available for all to use, and when it becomes successfull some start blocking countries that really use it.
Maybe the use by Turk Telecom ADSL routers does not completely follow all advices of good usership, but they aren't that bad either. The devices don't poll fast, there just are many of them. When there would be a big increase in use of the pool by users following all the rules, the "problems" would be the same, only the requests would come from all over the world.
