I don't see the math.

Even at the highest rate you mention, 15000 requests over 30 minutes would mean 
21 million requests over one month.

About 100 bytes per request. So 2.1 Gbytes/month. That is not a huge bandwidth, 
an analog phone line has way more capacity, do ISP's really cap people there?
