The OpenOffice plugin is not mandatory : I create reports without it : I just have to type "by hand" the python commands (beetween "[[" and "]]") to show datas [1]. The plugin provides a gui for that. And thanks to the base_report_designer, the transformation sxw --> rml and the upload of rml is done in one click. base_report_designer asks for the OpenOffice plugin, but you don't have to care.
