Michael's post above brought to mind a an article published in the latest issue of Academe. The article: "Can E.T. Phone Home? The Brave New World of University Surveillance" by Cary Nelson raises a number of issues regarding the extent to which IRBs have expanded their purview of scholarly activity/research.
