Michael, The US is one of these countries. I went to Kansas State and the dissertations are open to the public if they wish to come. I had about 10-15 people at my dissertation defense. Most of them were other students and faculty members, but there were two people from outside the university community.
I've heard of dissertation defenses that had 100+ people attend.
