Even with the caveat "mostly", I think this is an over-generalisation.
As for cultural differences, there are two non-Western countries with
deeply rooted cultures in which *Western* classical music is thriving:
China and Japan:

Most Japanese schools require that their students learn to play two musical
instruments.Btw,Jazz did not begin with the upper class but yet its high
class status.There are some awesome jazz nusicians in Japan-Sadao Watanabe.
