In my experience (extending beyond the personal n=1), imaginative / creative
people (scientists) are still out there and generating sound, testable
hypotheses based on a reasonable and comprehensive review of the literature. .
.  they tend to be blocked, however, by NIH/NIMH/NSF study sections, the
Zeitgeist, and (for those who have persevered in spite of a lack of funding by
federal agencies) by publication reviewers.
