My take is that the student should 'KNOW' the material.If one knows the 
material,it should make no difference if it is in multiple choice or fill in 
the blanks format,

  The testing effect is built upon forced recall.  Research consistently finds 
that recall is superior to recognition for retrieval practice.  This guide from
