Yep, accessing text-only newsgroups is fine with a 56Kbps modem, though getting overview data (roughly the headers of the articles) may take time on the "subscription" to a new newsgroup. Compressing it reduces that time significantly. People who download binaries via NNTP will need more band-width but well, that's their problem.
One should not forget another use case for NNTP: the exchange of articles between two news servers. Feeding articles requires more band-width. Not much for a text-only feed of course. As for a full binary feed, compression will be welcome (a news server may inject binaries and send them to dozens of peers at the same time, which consumes band-width).
