The quoted passage uses SHOULD, but based on the above, would you expect the 
experts to approve anything that wasn’t​ RECOMMENDED=Y ?

And to repeat: if you find anything in the IANA registries that does not refer 
to a specific I-D draft number, report that to IANA as a bug.
