It's kind of an IETF problem there. Internet-Drafts are never deleted, and
an RFC can always be obsoleted by a newer RFC. So, nothing is deleted, and
nothing is permanent. :)

I'm not really sympathetic to the needs of 3GPP or ITU-T, but the IETF's
boilerplate isn't very good.
