POP-before-SMTP isn't in need of a standard.  It's a
client-independent[1] feature contained within a system.  How I
determine someone's ability to relay doesn't affect them unless
I deny their ability to relay.

[1] Except when clients try to send mail before checking it.
    But that's not necessarily a ``standards'' issue.
