Thanks! The problem is a bogus directive that is included in the distribution's sample outgoing filter. It purports to be allowing mail to the TMDA list. Perhaps removing it from the distribution might save bandwidth on stupid questions like mine?

Did you try searching the mailing list archives? Go to http://mla.libertine.org/tmda-users/, and search for:

And you'll find the answer to your problem.
