So when an MTA responds to a forged email with a bounce do those programs
also become spammers?  I understand the energy around getting email messages
that you didn't ask for, but by your definition everything that responds
to an email message is a spammer.

IMHO C/R is simply a defense shield for a mailbox.  Here's an analogy:
if someone threw a knife at you, and you picked up a shield to block
it and the knife hit someone else, which person has committed a crime?
By your logic, it's you for defending yourself.

Personally, I think we should all agree that the person defending themselves
is not a spammer.  Instead we should focus on energy on how to protect
everyone.  Frankly, it seems pretty obvious to me that if everyone had
a shield, everyone would be protected.  If everyone used SPF as part of
that shield, we'd all be better off, too.
