There's a service.bat file in the bin folder.

I don't know how long the installer (and JMX bins, so that Tomcat can be
run out of the box) will be gone. The generated installer definitely
contains (horror !) evil (L)GPL code: the (outstanding !) LZMA
compression support from the 7-zip project. But I suppose its license is
not ok, and therefore the project deserves to die.

OTOH, fine licenses such as M$ installers and Installshield stuff is
apparently ok: http://www.apache.org/dist/httpd/binaries/win32/
