Dear,
Please add fallowing to c:\autoexec.bat file, and restart windows.

set JAVA_HOME=C:\jdk1.2.1
set TOMCAT_HOME=C:\tomcat
set ANT_HOME=C:\tomcat\bin

Of course change the path to the real one.
