No, it's a one processor machine. Question, could it be that jsp:include 's are very slow and that this is causing performance issues? If so, what could be the cause?

If so it could be HyperThreading playing silly buggers with your code. However I don't think HT was ever implemented on P4s less than 2.4GHz. Xeons began around 1.8GHz iirc.
