For me, it's pretty trivial. Download Tomcat .zip, expand. Edit conf/tomcat-users.xml with Notepad, add roles for manager/admin, and a user with those roles. Start Tomcat. And it works. I just did it again from scratch before typing this message. I'd be careful not to use international characters in your user name and role names. Don't modify the Realm definition initially either.
