It was the fact that apache only had one virtual host and it was the secure virtual host. I needed to add a virtual host for the unsecure host - since I was not planning on going to the secure site until after the first couple of pages - I found this by sticking https in front of the call to the jsp and then it worked fine.
Should have figured it out since I had already figured it out (via a different method) on the other machine - my httpd.conf files did not exactly match!! So much for my "identical" configurations!
