There are multiple reasons things are not open.  The primary reason is 
that no associated code is open yet.  In theory, only 
categories/subcategories related to open source code available on 
opensolaris.org are on bugs.opensolaris.org.  So many 
categories/subcategories are specifically left off the list when a team 
opens some categories/subcategories.  And once in a while, something is 
missed.

Then there are cases like install where no categories/subcategories have 
been available because the team had not opened their source yet.  But 
since people are filing bugs against the new installer and wanting to 
watch the status of those bugs, this isn't working.  That team has been 
looking at making some set of categories/subcategories available.
