Unfortunately most of the email discussion I had is lost, but I have a pointer
to the conversion map that we came up with -

Prior to this our bugs were in a mess, with no clear consistency across the
various products (we also had JDS on Linux to deal with too).

We found by a quick search that

 o Most sub-cats weren't getting used at all, and were too fine grained and
   assumed too much knowledge from the average bug submitter
 o Individual maintainers were having to review too many sub-cats when
   essentially they were the same component
 o Bugs were constantly getting logged into either the first or last sub-cat
   because the list was too long
 o No clear consistency for common sub-cats eg. accessibility, localization

What we came up with was the best compromise from a whole bunch of people and
may not have been the ideal solution. Obviously JDS is somewhat of an exception
with an upstream bug database. Being able to walk the line between providing a
usable set of categorization and allowing developers to accurately track their
own areas is probably harder than it looks - I'd still probably err on the side
of usability, though others may disagree.
