I think she is trying to translate the available constraints into Dutch so
that users can use their own language when creating constraints

 Lieke; I'm uncertain what you want to do here.  Is it to add "nl" to the
list of language tags for text literals?  If so go to the Server Admin >
Server Configuration Parameters page and edit the list of default languages
at the bottom of the page.  There is a help section on this:

 You can then set your browser's language precedence list to place Dutch
first and it will be used as the default language in EVN.
 
 For the template, are you looking to create a constraint that all concepts
should have a Dutch language, or something similar?  See the section on
Creating and Maintaining Constraint Languages
(http://www.topquadrant.com/docs/evn/46installadmin/#tbladmindoc_SettingLang
uageChoices) for more on the.  The file to include is SPIN/spin.ttl to get
the spin:constraints property to appear for classes.
 
 Hopefully that helps some, but if I've misinterpreted the question, please
