You are correct that this trick would work for property labels and other places. However, the constraints dialog relies on spin:labelTemplate triples and I don't think these are currently used correctly. I have recorded this for investigation to our bug tracker.

Thanks..Irene's assumption was correct.
So the trick is to: modify and replace the spl.spin.ttl and not: create an empty model, import referenced, add desired triples and upload to EVN. I will try that!
But why a different procedure this time..? Is there a rule of thumb?

    Hi TQ

I would like to add Dutch language to the labels in the Add
    Constraint dialog (EVN Class Form).
    I am testing via localhost.
Have done the obvious already,..create a new file in a sandbox,
imported spl.spin , added Dutch labels to the
spl:ConstraintTemplates classes and refreshed the SPIN registries.
Now these labels do not show up in my UI (browser set to Dutch
language, other -class and property- labels select Dutch language
    fine).
    What am I missing?

    thanks, Lieke
