You can do either - it is up to you whether you want to include all the constraints for the ontologies or divide into "profiles" that have subsets of the constraints.

In terms of adding new constraints, I believe the only way to do that is to edit TopBraid/SPIN/spl.spin.ttl.  Look for the class spl:ConstraintTemplates.  I'd suggest cloning one that comes close and modifying the query as needed.  There is some caution with doing this, as it is a system file that gets over-written by updates, etc.  But with that caveat, new templates can be added with little effort.

I find it difficult to answer which constraints are useful for us at the moment. 
We will use EVN for collaborative OWL modelling, so actually a solution like the one that is present in composer (the create restriction dialog box in the Class form) with label descriptions like you see in the mouse over in composer would work for us in EVN (in addition to what's already provided). Including an option to distinguish between necessary and necessary and sufficient conditions.

Have done the obvious already,..create a new file in a sandbox, imported spl.spin , added Dutch labels to the spl:ConstraintTemplates classes and refreshed the SPIN registries.
Now these labels do not show up in my UI (browser set to Dutch language, other -class and property- labels select Dutch language fine).
What am I missing?
