  @Steve: Unlikely. Screenshot "Does_not_even_work_locally.png" shows that 
there are files in C: drive (not directories) with no icons. The taskbar app is 
not needed to see non-dir overlays, so it shouldn't matter for non-dir overlays 
if the taskbar process has crashed (they might be a bit out of sync yes, but 
not completely missing).

All that's needed for seeing non-dir overlays is a correctly installed and 
initialized shell extension (THgShell.dll), a correct (non-corrupted) 
".hg/dirstate" file (which is managed by core Mercurial itself, as we know) and 
working read access to that file from explorer.exe process.

@timgws: It would already help a lot if you could tell us what you see in the 
trace output of DebugView. DebugView is available from 
http://technet.microsoft.com/en-us/sysinternals/bb896647.aspx
