If you do a "hg status" in a cmd.exe (aka "Command Prompt") inside that repo, what happens? Is thgtaskbar.exe running? What do you see in the event log of the rpc server ("thgtaskbar.exe")? Right klick on the icon in the taskbar an choose "Options...", then click tab event log.
