Agreed. For anyone still wondering, the 090827 build is based on THg d5f1924005b9 and Hg d91078a2652f kdiff3.exe is included, but despite not changing my Mercurial.ini in my home directory, "visualize changes" is not working. I can start kdiff3 from the command line.
