+1, but I have one question.

If we move to 'Structured' policy, I suppose we need to have sub-maintainers
for each languages, to accepting and confirming suggested translations.
Since I'm Japanese, I can't judge translations for other languages.

Some languages already have active translators, but other languages don't
have them.  What should be done this matter?
One solution is that all suggested translations are accepted if suggested
language doesn't have a sub-maintainer.
