If you really like radio buttons better, you could show two buttons with
image for "1" or "2" (no other text) that worked like radio buttons. Tooltip
would reveal what they do. With only one parent, button "2" would be
unselectable (grey).

The idea is to replace the filterbar with a combobox (instead of all the
radiobuttons), and a notebook (one page per filter). This also makes it
possible to show only those checkboxes/drop downs that are relevant to the
current filter.
