I reinstalled 0.5 and TortoiseOverlays showed up. I uninstalled 
TortoiseOverlays, and I still have the problem.

I notice that another account (a local account) does not have the 
problem. I'm going to see about blowing away this domain account and 
recreating it. Maybe with a fresh default registry, everything will be fine.

The problem seems to have something to do with the icon cache... or 
something?
