Actually that PSU should have enough grunt to run a Touch (just - but I wouldn't recommend it!)... but the ripple eater in its normal design has a 650ma current limit based on a 1 ohm resistor in R12 - I think this may be your problem. You would need to rip the current limiter out and put an LM317 reg in front of the rest of the circuit...
