Agreed, that config page is not intuitive. And the help text is clearly outdated: "You can disable specific formats by unchecking them." There is not one single checkbox on the entire page.
I tried to understand the page so I could explain it, but I failed. :/ The "Stream Formats" seem to be alphabetically sorted. I can't see the priorities anywhere.
