I haven't checked the Touch, but the SB3 has a preamp volume setting which is accessed via the Server Settings-->Player--->Audio-->Preamp Volume Control.
The help text in the settings states: This is a secondary volume control which applies only to the analog outputs on Squeezebox. Enter the amount of attenuation in decibels. Range is 0.0 to 63.0 in 0.5 db steps. The default is 0 (for full volume).
