I believe the program you referred to is faxcvt.exe. This is a "fax
converter", not a "TIF converter". It does not convert one flavor of TIF to
another. It allows a user to created documents in tif file format using
just about any Windows software (such as MsWord, Excel, WordPerfect,
CorelDraw, etc.)

I'm sure there are lots of shareware/freeware that can convert one graphic
file to another. One poplar one is PaintShop Pro. you can find those
shareware/freeware at major download sites: such as download.com,
jumbo.com, freeware32.com or about.com.
