This is not only possible, but should really be done, at least in the two big notification systems available today: TracNotification and TracAnouncer alias AnouncerPlugin. For AnouncerPlugin there is a rework already under way to fix permission checks per resource, not per realm (as done now) and filter the recipients list accordingly, so this will be most probably be done there/then. rjollos and me are preparing to do some work on TracAnouncer within the next couple of months, but I can't make a deadline for fixing this right now. Call again in some weeks, or - better - find an AnouncerPlugin ticket to hook in or create a new request, please. I think in this case a bug report would be appropriate due to possible information disclosure.
