I am not sure if usefulness always means number of users. Especially with my many small plugins for example, where I tend to write small plugins for specific tasks. But they are well made (I believe) and working, and supported. ;-) I think upgrade of trac-hacks would be most a better idea. To 0.12. And maybe even to Mercurial with cloning and pull requests. Maybe an idea is to put all plugins from the first page and only those for which maintainers say they are still active are put then back on the first page (or that some other user says they she is using it regularly and it is simple stable).
