What if in the future we'd like to add another "toplevel" project? Or if we'd like to cover some of the other plugins (Mercurial plugin, SpamFilter plugin... though as they're already part of the Trac repos and maintained at t.e.o, one could consider they're part of the Trac project itself, as optional components).
