One could also see it as:
* "I started working on it" (if milestone set)
* "I started triaging it" (if milestone not set)
A bit more in tune, but still, I get your point.

That would be a valid alternative. We would still have to explain the
difference between "no milestone" (1st level triaging) and "triaging"
(2nd level), unless we find an explicit name ("undecided"? This would go
well with our "unscheduled" one).
