Yes, you're right. I rechecked the source code (_add_milestones_maps() in ticket.py) and also the experienced behavior on creating and changing a ticket. I saw the plugin code inserts "Please, select a project!" for as a fallback choice if nothing was found in the used maps, but in reality that doesn't seem to happen. Probably it's there for historical reasons and later the filter_milestone.js implemented a better solution with its project-based filling of values for the milestone, version and component comboboxes.
