Had me going for a minute there, Bruce. The cited section is actually in
paragraph 4. Took me a minute to find it.

The INS segment is used to, among other things, "identify that the
Information Source has changed some of the identifying elements for the
[Subscriber/Dependent] that the Information Receiver submitted in the
original 270 transaction" (page 212/289, note #2). In other words, yes, you
can return the entire 11 digits in the 271, as long as you include an INS
segment with an INS03 containing "001 - Change."

As for getting "official" answers, if you find a  place, please let me know.

I have a question maybe someone can answer:

In the IG on page 21, paragraph 3, it states: "The information source is
also required to return any information supplied in the 270 request that
was used to determine the 271 response."

Does that mean if someone sends an inquiry using only the first 9 digits of
an 11 digit id (9 digits being enough to identify a family's coverage) can
we send back the full 11 digit id and still be compliant?

Is there somewhere we can get official answers to our questions?
