The INS segment is used to, among other things, "identify that the Information Source has changed some of the identifying elements for the [Subscriber/Dependent] that the Information Receiver submitted in the original 270 transaction" (page 212/289, note #2). In other words, yes, you can return the entire 11 digits in the 271, as long as you include an INS segment with an INS03 containing "001 - Change."
