But they are only used to initialise new languages in a project. They won't be used to update translations. On all my installs I do the update on the filesystem and then import them into Pootle. I use sync_store and update_store to get the file before I update against templates and to load files once updated. We're busy finalising Pootle FS which we'll release with 2.8.1 which has tighten this loop. I hope that makes things clearer?
