It is not manual: apt-offline "does" the three steps I listed. In other  
words, the user only runs three commands (the first one on the offline  
system, the second one on the online system and the third one back on the  
offline system) and needs not care about the work normally achieved by  
apt-get (such as dependency resolution). Am I clearer?
