Halacha means "to walk in the way".
 
If one claiming Torah observance and halacha should move away sticking another to pay that one's bills (local phone, long distance, etc.) in the amount of $97.37 is that one walking in the Torah way?  Or is that one just "in the way" of Torah?
 
Scripture says that if such a thief be found, and he says he stole because he was hungry (i.e. had children to feed) he should not be despised BUT he shall restore sevenfold -- that would be $681.59 -- even to the giving of ALL the substance of his house (Proverbs 6:30-31).
 
Yom Kippur is just around the corner.
 
Of course, if one is just a hypocrite and not at all Torah observant then that one is only a common thief.
