The
principle here, if your teachers would have had better understanding to
then teach you, is the Second Temple hermeneutical principle called Kol
v'Chomer which means Light and Heavy. The use is show
how heavier weight needs to be given to the more important things of
Scripture WITHOUT deleting or negating the lighter. We see the principle in the
Sabbath question. We're not to work on the Sabbath, but we're also to do good on
Sabbath. This is why it was perfectly fine to heal a man on Sabbath. It also one
of two ways to explain why the former crippled man was able to carry his bed mat
on the Shabbat.
The
"You should do" refers to the weightier things of Torah. I listed those for you.
The "without neglecting" refers to tithing even the miniscule of
produce.
