OK so I am happy to look at perforce support for changelog (I can base
my work on the subversion support therein) but I am left a little
confused about the purpose of the perforce plugin

What is it intended to do ? I couldn't find any documents in CVS that
helped ?

I am happy to help with that as well if I can get a good idea of what it
was intended for
