I believe I found the problem and just checked in the fix. During my
refactoring battles I hardcoded the value of the local repository to
${maven.home}/repository so that I could continue with another problem
and I forgot to change it back.
I am in the process of trying to add some runtime tests so that
inadvertant bloopers like this can't happen. My apologies.
