The first step would be creating CSS that eliminates the navigation/header elements and leaves a minimal header behind. I don't know where Richard Standbrook stands on the TG.org redesign (he has another revision of the template coming). I would think that a little coordination will be necessary to ensure that you can create a template with the right CSS rules and not have that stomped on by Richard's updates to the template. The second bit would be better generation of combined docs.
